H. Gifford Fong, President

H. Gifford Fong is President of Gifford Fong Associates, a firm specializing in fixed income, derivative product and asset allocation analysis. Independent valuation, model validation and portfolio strategy analysis are areas of emphasis. He is a graduate of the University of California where he earned his B.S., M.B.A. and J.D. (law).

Mr. Fong is the editor of the Journal Of Investment Management (JOIM); founder of the JOIM Conference Series; member of the Advisory Group of the University of California Regents Committee on Investments; member of the Corporation Visiting Committee for the MIT Sloan School of Management; member of the North American Executive Board of the MIT Sloan School; member of the Advisory Board of the Finance Faculty of the MIT Sloan School; founding sponsor, member of the Steering Committee of the Masters In Financial Engineering Program at the University of California at Berkeley; member, Haas Hall of Fame, Haas School of Business, University of California at Berkeley; and member of the Board of Trustees, University of California, Berkeley Foundation; former editor of the Financial Analysts Journal; former member of the Board of Directors and Program Chairman of the Institute for Quantitative Research in Finance; former Vice Chair and member of the Research Committee of the Research Foundation of the CFA Institute and a contributor to a number of professional books and journals.

In addition, Mr. Fong is co-author of "Fixed-Income Portfolio Management," a book published by Dow Jones-Irwin, co-author of "Advanced Fixed Income Portfolio Management, The State of the Art," a book published by Probus Publishing, editor of “The Credit Market Handbook: Advanced Modeling Issues,” a book published by Wiley Finance, editor of “The World of Hedge Funds: Characteristics and Analysis” and “The World of Risk Management,” books published by World Scientific. He is also the author of numerous professional journal publications. Mr. Fong has received a number of honors, including the Institute for Quantitative Research in Finance Award and the Financial Analysts Journal Graham and Dodd Award of Excellence. He also is on a number of boards of directors of non-related companies and non-profit institutions.

David Chin, Financial Analyst Manager

David Chin serves as Financial Analyst Manager at Gifford Fong Associates. He is a graduate of the California State University, Sacramento, where he earned his BS in Finance. Additionally, Mr. Chin is a graduate of the CFE Program at the Haas School of Business at the University of California at Berkeley.

Since joining GFA since 1998, Mr. Chin’s duties in the Asset Management Group include monitoring, analyzing and providing investment decision-making ideas on the Strategy, subject to Mr. Fong’s approval. In addition, Mr. Chin is responsible for the ongoing evaluation of data sources, the coordination with other departments, and the responsibility for data collection and processing. His activities include daily data updates, running the Genesis system, client servicing, special requests from clients and other internal departments and support of the Valuations and Litigation Groups.

Rong Fan, Director of Research

Rong Fan serves as the Director of Research at Gifford Fong Associates. Since joining GFA in 2007, Ms. Fan’s responsibilities are research and development including financial modeling, portfolio risk analysis, economic data analysis, and complex structured product and exotic derivative valuation. She serves as the technical lead on projects involving litigation support.

Rong holds a B.S. and M.S. from Wuhan University, China and a Ph.D. from Case Western Reserve University at Cleveland, OH.

Chuan (Victor) Chen, Financial Engineer

Victor Chen serves as a Research Engineer at Gifford Fong Associates, (GFA).  Dr. Chen current responsibilities at GFA are the development of algorithms, numerical analysis and Derivative product analysis.  Before joining GFA, Dr. Chen served as a Quantitative Analyst at TD Securities, Sharmac Capital Management and Gelber Group. Responsibilities included design, back testing and implement equity options and commodity futures trading strategies.

Dr. Chen holds a B.S. from Peking University, China, a M.S. from University of Chicago, and a Ph. D. from University of California, Irvine.

 

Steven Fong, Executive Director

Steven Fong serves as Executive Director at Gifford Fong Associates, (GFA). Since joining GFA in 2009, his responsibilities include overall management and coordination of departments and resources.

Prior to joining GFA, Steve developed experience in financial analysis and project management as a financial services consultant at PriceWaterhouseCoopers specializing in Real Estate Advisory and Litigation Support. He obtained expertise in technology and systems integration consulting as a Senior Systems Consultant and team lead at SAP America. He also was responsible for budgeting, planning, and cost management as an IT Controller for Fisher Investments.

Steve holds a B.S. from the U.C. Berkeley Haas School of Business with an emphasis in Finance and an MBA from MIT with a focus on Information Technology.

Ying (Daisy) Hao, Financial Engineer

Ying (Daisy) Hao serves as a Financial Engineer at Gifford Fong Associates. Since joining GFA in 2011, her responsibilities include analysis of financial market data, model development, valuation of fixed income securities and derivatives, as well as projects involving litigation support.

Daisy holds a B.S. in Statistics and Applied Probability from National University of Singapore, and a Master of Financial Engineering from University of California – Los Angeles.

Yingnan (Sarah) Hu, Financial Data Analyst

Yingnan (Sarah) Hu serves as a Financial Data Analyst at Gifford Fong Associates. Since joining GFA in 2011, her responsibilities include data mining, operations of the Genesis system, client servicing, equity analysis, numerical analysis, derivative product analysis and special requests from clients and other internal departments.

Sarah holds a M.S. in Finance from Louisiana State University.

Wei Li, Associate Director

Wei serves as the Associate Director at Gifford Fong Associates. Since joining GFA in 2010, his responsibilities include fixed income structure product and derivative valuation, algorithm development, and leading the client service team.

Prior to joining GFA, Wei worked for KPMG as a senior audit associate, and for the Walt Disney Company as a senior financial analyst, where he obtained in-depth US GAAP auditing and corporate accounting experience.

Wei holds a Master of Financial Engineering degree from the UCLA Anderson School and a B.S. degree in Computer Science from the Winthrop University. Wei is also a CPA in the state of California and a CFA level III candidate.

Di (Martin) Ma, Financial Engineer

Martin serves as a Financial Engineer at Gifford Fong Associates. Since joining GFA in 2009, his responsibilities include development of algorithms, numerical analysis and derivative product analysis.

Martin holds a B.S. and M.S. from Queen’s University in Canada, and a Master of Financial Engineering from the University of California at Berkeley.

Jessie Zhang, Director of Valuation Services

Jessie Zhang is Director of Valuation Services at Gifford Fong Associates. Her responsibilities include serving as the technical lead of Valuation services, special client projects, and pricing of very complex structured products. Before joining GFA in 2004, she has been involved in design and implementation of a variety of enterprise software projects at TradeBeam, Carnegie Institution, Versata, Sybase and CA Technologies.

Jessie is a graduate of the Certified Financial Engineering Program at the Haas School of Business, University of California Berkeley. She holds MS degree in computer science from Pennsylvania State University, and BS degree in Electronic Engineering & Information Science from the University of Science and Technology of China.
